Municipal and community charges

IBI, Basura and Community Fees

IBI

Impuesto sobre Bienes Inmuebles is the annual municipal property tax. The bill depends on the cadastral value and the rate set by the local council, so two similarly priced homes can have different IBI bills.

Basura

Waste collection charges differ between municipalities and may be issued separately or collected through another local billing arrangement.

Community Fees

Apartments, townhouses and villas within an owners’ community normally contribute to shared expenses. More facilities generally mean higher fees.

What Is a Special Assessment?

A special assessment, known in Spanish as a derrama, is an additional community payment for expenses not covered by the ordinary budget.

Examples include major façade work, lift replacement, roof repairs, pool renovation or improvements required by regulation.

Check before you buy

Ask for the latest community meeting minutes, current budget and confirmation of approved or expected assessments. The sale contract should clearly state who pays any existing derrama.

Do Non-Resident Owners Pay Annual Tax?

Non-resident individual owners may have a Spanish tax obligation even when an urban property is kept for personal use or remains empty. A different calculation applies when the property produces rental income.

The result depends on ownership, tax residence, cadastral information, use of the property and current tax rules.

How can I find the exact annual costs before buying?

Request recent IBI and Basura bills, community-fee statements, meeting minutes and typical utility costs. A villa’s pool, garden and maintenance contracts should also be reviewed.

 
Are community fees the same for every property?

No. Fees depend on the community budget, facilities and the participation quota allocated to the property.

 
Can community fees increase?

Yes. The annual budget can change and owners may also approve a special assessment for major work or unexpected expenses.

 
Does community insurance cover my apartment?

It usually covers defined common elements and risks, but not necessarily your contents, improvements, liability or every part of the private property. Check both policies.

 
Do I still pay bills when the property is empty?

Yes. IBI, Basura, community fees, insurance and many utility standing charges continue even when the property is not occupied.

 
Is non-resident income tax included in these examples?

No. It is excluded because the calculation depends on the owner, cadastral data, use and tax residence. Obtain an individual calculation from a qualified tax adviser.
